7/28/2019 – found the effective solution via reddit:

    Go to Device Manager

DISABLE "Microsoft Wifi Direct Virtual Adapter"
    Restart your PC/Laptop

also in Services (via Task Manager), Disable these 2 under Startup Type:
    – Sysmain
    – Connected User Experiences and Telemetry

It worked for me after finding solution for months! Hope it works on your end too!

So I am throwing this out there for people this didnt work for: Go into network settings and when it lists all of your known networks, go ahead and scroll down to manage, and scroll down again and delete all of your stored networks!! You might have to do it over and over again but do this until all of them are gone. Once that is done, scroll over to the right bottom and click the available network you want and re-enter the network key. I tried literally everything and this was the only thing that worked
